This document aims  to explain the conditions in which a project combining classroom and "hands-on" management training can create a sustainable momentum to improve road management in a developing country. It is base on the  assessment of a project of this type conducted in 1996-1997 in Madagascar, which has  received a final a assessment that highlights its consistency and efficiency. It is intended for people working in this sector as project owners, donors, project managers, operators or consultants, whose aims is to better assess risks with a view to setting up more appropriate work and organisations systems.
