 Improvement
of quality of human settlements plays a major role in accompanying
this urbanization movement. An essential condition in the city's
sustainable development, it requires an integrated approach, the
only one that can take account of the powerful interactions shaping
the urban environment.
This approach is based on three complementary areas :
-appropriate
land management ensuring land use security, a prerequisite for sustainable
urban development;
-adequate housing
for all, a basic element in human settlements;
-access to basic
services guaranteed for all, a prerequisite for the creation of
a viable urban fabric.
Joint publication

of Foreign Affairs and Ministry of Public Works, this
document
highlights several significant experiences France has had in those
three areas at home and abroad, which could contribute to defining
global strategies aiming at improving human settlements.
