European countries running for being member of the European Union should undertake some change in order to fulfil the joining subscription conditions. An administrative cooperation between member states of the union and candidate countries had been set-up under a twinning convention among administrations.
These institutional twinnings are managed by some structures recognised by the European Commission.
In this frame, Isted has been recognised since 1999 and it is a very active member in the transports sector (more than 800 expert's mission has been achieved since 1999)
These programmes are receiving the following financing: PHARE (member state), CARD (Balkans) and MEDA (Mediteranean). They include both an assistance to adopt the "acquis", in particular the European directive, and the support to the candidate countries to adopt and apply the up-dated institutional programme.
