ISLAND- Information Systems for Local Authorities Needs to face Disasters
   

Based on the acquired experience within the OSIRIS* project, the Island project adopts a local community user-oriented approach, addressing their needs in improving water management for irrigation and drainage, flood early warning and preparedness.

The project aims at :

Identifing with the international organisations and the national authorities in charge of water management and disaster mitigation a set of local authorities and vulnerable communities in flood-and-drought-prone areas of each country to be chosen for pilot case studies.

Identifing the institutional, cultural and resources patterns related to these communities, their experience and practices in irrigation, drainage and flood management, their access to information and the available data for water management and vulnerability assessment.

Participatory assessment of how these communities perceive the information provided to them, how they feel involved in the decision-making process and what improvements they would suggest to meet their needs.

Developing and adapting specific ITC tools derived from the European OSIRIS experience with local authorities, in order to meet the needs of the pilot Asian communities, taking into account their specific language, culture and their social and organisational framework.

Testing and evaluating these adapted tools with the pilot communities and get their own evaluation and suggestions reported to the relevant provincial, national and regional organisations and to the scientific community.

Disseminating the outcome of these evaluations and reporting with a feedback to the other communities in Asia and in Europe, especially through the Mekong River Commission and AsiaIT&C events.
