ISLAND- Information Systems for Local Authorities Needs to face Disasters
   
The Island (Information Systems for Local Authorities Needs to face Disasters) project was submitted to a call of proposal from the European Commission* and approved on October 2004. It consolidates several actions undertaken by Isted and its members in South Est Asia related to risk early warning and preparedness (flood in particular) :

The Information Technology and Communications for Natural Disaster Warning and Mitigation (PRDN) project undertaken by Isted between 2002-2003 and financed by EuropeAid ;

The Osiris project (Operational Solutions for the Management of Inundation Risks in the Information Society) managed by SOGREAH between 1999 and 2003 and financed by the 6th Framework Programme of the European Community for Research, Technological Development and Demonstration Activities. This project was undertaken in floodplains in France, Germany and Poland.

The Island** project started in November 2004 and ended its activities in May 2007. Isted is in charge of its management : definition of strategic orientations, coordination of work with partners, administrative and financial management. The project objectives are to adapt ITC tools developed within the Osiris project for Europe to South East Asia (Vietnam, Cambodia and Lao PdR). Such tools improve access to real time data on floods and prevision of flood risks and tailors needs for appropriate decision making, including awareness raising and preparedness. It aims at improving the existing flood early warning tools and procedures by disseminating more appropriate information meeting the needs of the local authorities and all the civil society partakers. This user-oriented approach of local early warning systems is the result of the observed inadequate scope of messages for local authorities, the public and the media.
