ISLAND- Information Systems for Local Authorities Needs to face Disasters
   


Step 1 - Preparation joining NGOs with Asian experience of rural communities water management and European OSIRIS partners, workshops with Asian national and provincial authorities and regional organisations about the outputs of the European OSIRIS programme and their possible adaptation, choice of local authorities/communities for case studies in the most disaster-prone floodplains (Cambodia: Prey Veng prov, Lao PDR: Champasak prov, Vietnam: Hai Duong prov).
Step 2 - On-the-field surveys in the selected local communities to gather information about the communities' experience and practices in water management and floods, what improvements they would suggest to meet their needs and to help them getting involved in the decision-making process.
Step 3 - After selecting one community per country, partners will co-operate with the relevant institutions in the 3 countries in developing and adapting specific ITC tools in order to meet the needs of these pilot communities and definition of the test validation methodology, with European and Asian professionals, including transfer of technology to local institutes.
Step 4 - Testing and evaluation with the participation of these communities and experts from independent NGOs, reporting and further evaluation with the different levels of local authorities and the relevant national and regional organisations, particularly the Mekong River Commission Secretariat (Vientiane) in order to prepare recommendations to be presented during the Final Seminar and published in the web site.

Milestones
Month 5 : workshops in Phnom Penh, Vientiane and Hanoi with MRC and National authorities
Month 15-20 : reporting field surveys to national authorities in Vientiane, Phnom Penh, Hanoi and strategic orientations definition for ITC tools development.
Month 27 : A workshop in Hanoi to validate a prototype and prepare recommendations to adapt it to diferente pilote sites.
Month 28-29 : Field missions to adapt the tool to the appointed pilote sites, users training.
Month 30 : final reporting
Month 31 : final seminar in Vientiane with the MRC Secretariat
