Ports: catalysing France's
supply potential
Today's international port scene is marked
by "globalisation" which heightens competition, by the integration
of maritime transport in a multimodal logistic system and by the increasing
momentum given by the private sector.
Leading international groups have already invested in airport and seaport
management, particularly in Asia and Australia. This rapidly expanding
market is partly structured around projects of the B.O.T. type, which
draw on private sector initiative and financing.
The question is how to strengthen France's presence on the international
front in a field - the port sector - in which this country still lags
behind other developed countries.
The conference on ports organised by ISTED in June on the subject of the
"Public-Private Partnership" showed that a study is underway
on the most useful policy options for France's international action in
this field. This effort concerns not only all the public and private actors
(Administrations, autonomous ports, engineering companies, port trades,
contractors, the bank sector, etc.) but also the financial backers. The
experience in other, more advanced sectors (water, telecommunications)
must also be mobilised for the port sector.
To begin with, priority must obviously be given to identifying and grouping
France's supply base in the port sector. For so far, no institution exists,
as it does in the civil aviation or surface transport sectors, that can
federate all the parties concerned.
In giving impulse to this study, ISTED is perfectly fulfilling its role,
which is that of encouraging all upstream initiatives conducive to the
development of our presence on the international front, by bringing together
the public and private actors.
