Editorial Over
the centuries, in a relationship unlike any other, France and Algeria have reflected
many human attitudes. There has been successive or simultaneous interplay of clashing
and dialogue, pushing apart and pulling together, uncertainties and common destinies. Today,
development and cooperation are being played out in a long-term approach that
focuses on basic infrastructure (housing, water, drainage, transport, health),
sustainable management of natural resources and an ongoing respect for the environment. To
this end, concrete projects are multiplying. They are conducted jointly by central
or local government structures, consultants, agencies or public establishments,
and also by a number of private companies. House
building and home ownership financing, major works (Algiers airport terminal,
the east-west motorway), the challenge posed by water (in its domestic, industrial
and agricultural uses) and the immense undertaking of developing the private sector
(industries and services) are thus priorities for the Algerian authorities, which
define and justify our action at the side of a country with whom we have such
a long shared history. Hubert
