Editorial ISTED's
road activities: towards other horizons Financing
construction, operations and maintenance, engineering structures, earthworks,
roads or road facilities... French road engineering is recognised worldwide. And
right from the start it has been ISTED's focus of attention. The Institute's road
members from both public and private sectors are eminent representatives of this
sector. This number of the Lettre presents the rich heritage of ISTED's road
activities through examples of projects conducted in Africa. A continent in which
France intends to continue and extend its develop aid initiatives, as demonstrated
by the recent visit of Jacques Chirac, the French president. Africa thus
remains the cornerstone of ISTED's activities. But in accordance with the perspectives
outlined at the last general assembly, the "Roads" section is aiming
to broaden its scope through projects conducted within both PIARC (World Road
Association) and Cesroute (Advanced Roads Study Course). Furthermore, ISTED's
charter, revised in 1993, stipulates that the association's mission focuses on
all developing countries and those in transition. A more wide-ranging field
of activities dedicated to all those engaged in the task of building - such is
ISTED's goal.

Nearly ten years
ago, the Road Management Initiative was launched. A programme designed to support
road policy reform in Africa. Today the partners are endeavouring to assess the
